Whole-home time-of-use on your existing smart meter; works with any electricity supplier. Pepco also offers a "Whole House TOU" rate for EV drivers (Schedule R-PIV, peak noon to 8 p.m. weekdays) and an EV-only time-of-use option through WeaveGrid; R-TOU-P is the cheapest of these over a full year.
